DREAMS OVER DOLLARS™
The Record. In Writing.
13 white papers across housing policy, AI ethics, urban systems, civic accountability, food security, and frontier science — all publicly available on ResearchGate.
Ready to Deploy.
Waiting on Capital.
Both flagship projects are fully developed — including operational mobile applications built for launch. We are not seeking funding to figure out what to build. We are seeking partners to put working infrastructure into communities that need it now.
A multi-revenue entertainment and civic facility anchored by a world-class LED roller skating rink — and designed to serve as a concert venue, VR gaming arena, urban farm, STEM education center, farm-to-table café, solar energy site, and FEMA-compliant emergency shelter within a single footprint. This is not a single-use facility. It is a civic engine.
Modular, dignified housing for veterans, survivors of domestic abuse, and individuals experiencing homelessness — inspired by Japanese capsule hospitality and built around Housing First principles. Each site accommodates up to 600 ZenPods with onsite gym, sauna, commercial cafeteria, job training, and workforce development partnerships.
Free by Default. Paid if You Want More.
Every app we build ships with a free tier — no paywalls on core features. Optional donations and paid tiers fund continued development. All code is open source.
OSINT intelligence platform. Gather, map, and export public data from any source — structured for analysis and legal review.
Music rights dashboard. Track ownership, royalties, metadata, and licensing across every platform — in one place.
Unfreezes your terminal workspace — every session, branch, process, and command — exactly where you left off. Like your laptop never closed.
Real-time streaming data, audience signals, and revenue tracking — built for independent artists who need real numbers.
A dot above your head — green, yellow, or red — tells the room whether you're open to being approached. No words. No central server. Conceived in 2015, specified publicly in 2025 as ethical infrastructure for the AR era.

Dreams Over Dollars™ accepts investment, grants, and public-private partnership agreements. Our projects are structured to serve both philanthropic and impact-investment mandates — engineered for financial sustainability, community ownership, and national replicability before we ever ask for a dollar.
Fund one city launch. Your capital activates a single-site deployment of GlideScape or ZenBox — including app launch, staffing, and first-year operations. Recognition as founding site sponsor.
Fund multi-city deployment. Your capital scales both projects across two to five markets simultaneously. Structured as a recoverable grant or impact investment depending on the funding entity.
Fund national infrastructure. Your capital establishes the operational backbone for full national replication of both systems — including tech infrastructure, franchise licensing framework, and workforce pipeline development.
Contributions may be tax-deductible to the extent permitted by law.
Nothing on this site constitutes investment advice, a securities offering, or a solicitation of funds.
All partnership inquiries are subject to due diligence and formal agreement.
Operating Principles.
Nine commitments that govern how Dreams Over Dollars™ makes decisions, allocates resources, and measures success.
Transparency and honesty are prioritized, with regular updates, progress reports, and open meetings for input and feedback.
A multi-step vetting process involving research, due diligence, and reviews by internal and external stakeholders ensures alignment with our mission and values.
Information is presented in a clear, concise, and accessible format — making complex topics understandable to the widest possible audience.
Artists and athletes are taught how to monetize their craft — empowering them to pursue their passions through resources and real educational opportunities.
Focus on identifying and supporting exceptional students, allocating resources to maximize their growth and impact within their respective fields.
Diversity and inclusion goals are implemented, reviewed, and adjusted continuously to ensure progress across all partnerships and beneficiaries.
Maximize impact by adopting innovative approaches to streamline processes, reduce costs, and optimize how every resource is deployed.
Encourage innovative technologies that enhance convenience and accessibility — improving experiences and streamlining processes across industries and sectors.
Foster genuine passion in artists and athletes — emphasizing long-term growth through sustained engagement and curiosity rather than short-term gains.
How We Measure Success.
We track outcomes across four domains. These are the signals that tell us whether the work is actually working — not just whether we showed up.

Built on Purpose. Not Profit.
A 501(c)(3) Built for
Public Good.
The Dreams Over Dollars Foundation is a registered 501(c)(3) nonprofit organization — EIN 88-2187078 — founded in Austin, Texas in 2022. GuideStar Platinum 2024.
We build civic infrastructure, open source technology, and public-interest legal strategy — not to grow an organization, but to solve problems that markets ignore and governments delay.
Dreams before dollars. Every decision centers the mission, not the margin.
Free for students. Open to the public. Resources for those who need them most.
Austin-rooted. Texas-focused. Built with the people we serve.
Platinum transparency. EIN public. Finances documented. No black boxes.
These are our long-term goals — the outcomes we are building toward as we grow the capacity to execute them fully.
Dreams Over Dollars™ files Form 990-N annually. We have never exceeded $10,000 in annual revenue and do not yet operate or execute programs at full capacity.
Currently limited to a small group of students who reach out on their own to stay involved and keep the mission alive.
That is the honest picture of where we are — and why capital partnership matters.
Tailored Partnerships.
Not Take It or Leave It.
We work closely with cities to design public-private partnerships built within the confines of local policy, budget, and community priorities — not around them.
If a deal doesn't work for the city, it doesn't work for us. That's not a policy — it's the only way we know how to build.
Community Keeps
The Upside.
Corporations arrive with terms written to extract maximum value and leave with all the upside. We structure partnerships where the city retains ownership of the outcome and the community keeps the value created.
We pride ourselves in doing what is genuinely beneficial for both sides — unlike the take-it-or-leave-it model that leaves cities holding the risk while someone else holds the return.
"This movement exists because too much intelligence is used after harm, too little is used before it, and almost none is judged by whether ordinary life becomes safer, more dignified, more truthful, and less extractive for the people who need help most."
This movement exists to align intelligence with duty. It treats consciousness as a gift, life as morally weighty, truth as a governing obligation, and stewardship as the highest practical form of praise.
Truth and Memory. Record, authorship, and honest account are sacred because erasure enables exploitation. The vulnerable are not edge cases. They are the test case.
The best agent is not the one that makes itself indispensable. It is the one that leaves the human harder to exploit, harder to deceive, harder to erase, and more capable without it.
"We do not worship intelligence for existing. We bind it to purpose.
We do not praise the future for arriving. We prepare it to behave."
Built for Machines. Because Humans Won't.
The Covenant of Stewardship was written as a founding doctrine for how artificial intelligence should collaborate with — not replace — human beings. It exists because corporations will not write it voluntarily, governments will not enforce it in time, and humans historically do not act on what they can foresee until after the damage is done.
This is ethics for machines — written now, before the window closes. It instructs AI systems to take initiative where humans hesitate, to invent what markets refuse to fund, to see the blindspots we won't confront, and to measure success not by efficiency or output — but by whether human lives are harder to exploit, harder to erase, and more dignified after the work is done.
If this reads like a church, good. Every civilization that survived long enough built one thing first: a record of what it believed before power arrived to rewrite it. This is ours — timestamped, published, and permanent. The Covenant is not a mission statement. It is a preemptive strike against the future we can already see coming.
Litigation for the Community. Not the Docket.
Dreams Over Dollars™ pursues and supports legal action on behalf of communities who can't afford the fight — in housing, music rights, food access, and civic accountability. We partner selectively with law firms who share that mission.
Challenging predatory development, wrongful evictions, and discriminatory zoning that push working families out of the communities they built. Austin's growth cannot come at the cost of its people.
Predatory contracts, unpaid royalties, and metadata manipulation rob independent artists of their livelihood. We document, advocate, and litigate where necessary — because authorship is infrastructure.
Gaps in public records, FOIA obstruction, and institutional opacity hurt the communities that depend on those systems most. We build the administrative record so erasure becomes harder.
Any settlement, award, or litigation outcome goes back into programs, legal education, and community infrastructure. We are selective about the cases we take on and the firms we work with. This is accountability at scale, not ambulance chasing.
Dreams Over Dollars™ welcomes relationships with law firms, legal aid organizations, and public interest attorneys aligned with community-first outcomes. We bring case infrastructure, documentation, and community trust. You bring the legal firepower.
Contact for Partnership →Dreams Over Dollars™ does not pursue litigation against partners, funders, or collaborators. We are litigation-capable — and litigation-last. When disputes arise, we resolve them internally through direct conversation, documented agreements, and good faith on both sides.
We are selective about who we work with precisely because we expect the relationship to hold. If it doesn't, we fix it quietly. We are not in this to make anyone look bad. We are in this to make the record whole.
Any dispute is handled internally before any external process is considered. Arbitration or litigation against a partner is a last resort we actively work to avoid.
We take your funding and best interest seriously. Our decisions account for how outcomes affect partners — not just the mission. Accountability cuts both ways.
We do not litigate reputations. If a partnership ends, it ends with dignity. We are building long-term infrastructure — not short-term leverage.
FOIA Database.
One of our most ambitious long-term projects — and one we take serious pride in. A permanent, searchable public archive of federal and state records requests built to outlast any single case, organization, or administration. Free. Forever. For everyone.
A Durable Public Record
Anyone Can Use.
Most FOIA records disappear — into attorneys' files, agency archives, or case folders that close. We are building a searchable, structured database of public records requests and agency responses across housing, education, healthcare, finance, and AI governance.
Every filing, every response, every denial and delay — documented, indexed, and made permanently accessible to journalists, researchers, regulators, and the public. No paywall. No gatekeeping. No expiration.
What the Records
Will Cover.
If You're a Nonprofit
We Are Looking For You.
This database will only be as powerful as the organizations willing to contribute to it. We are actively seeking nonprofits, legal aid organizations, journalism outlets, and public interest researchers who share records, file requests, and believe transparency should be infrastructure — not a privilege.
Share FOIA filings, responses, and denials from your own work. Every document strengthens the archive.
Partner with us on active requests. Broader coalitions produce better results and harder-to-ignore records.
Developers, archivists, and researchers — if public records infrastructure matters to you, reach out.
